LCPDFR already basically simulates the radio when you call for backup or get callouts. In real life, they use it to do things like updating other officers, but the devs do not have the capability to make all AI cops respond to your updates in a logical and reasonable way.

As for the picture, are you trying to compare the radio on men and women officers or what?

If you hit Alt i you can spawn a hand-held radio in LCPD:FR which is ok for role-playing purposes. Unless they release modified police models this feature won't be added into LCPD:FR.
