At the moment, yes. This vehicle was put together simply to showcase textures. It will be released at some point however, I'm just waiting on more parts.

No this is not opensource released. at the time there was no lock option.

But it is courtesy to ask for permission first. before release.

I am bit stunned to found it out this way. Time ask before saying that you release it.
From now on i will release my lightbars locked.

If it's such a big deal to you, why release it in the first place? You never stated anyone had to ask. Only a friendly question here.

With this sentence i got a bit stunned.

It's courtesy to ask first for permission. and then saying you want to release it. But the way you said it that you release it without notifying me before is not nice.  I don't mind releasing this, when people ask for permission but i like to be informed. These are no Dev parts.

Dev parts you can use without permission but with credits. but not from other cars.
That's the difference.

this is not about the pictures. The pictures i don't mind either.
For personal use you can do with it what you like.

And btw the textures are great.

at that time, there was no lock option. And i would not to exclude the others for playing with this car.

Wouldn't it be best for everyone if that was stated in the file's description? A lot of people would assume you wouldn't care with all of your previous contributions to the file section. Nobody on here is a mind-reader. You shouldn't rely on courtesy as your protection, there's not a rule for it. Especially if they see it as unlocked.

Permission for what? To take a photo of it? Of course I would ask permission before releasing the vehicle itself, but I'm not doing that, I'm taking a picture of it. I don't need permission to take pictures of a public light-bar that was offered to the community on an unlocked model. Now I understand that at the point of releasing the file there was no lock option, however you should have specified that you'd rather not have people take parts from the model or just not release the file at all.

I have changed it in the description. and no carmodding drama. Because i don't hope it. I have trust in the community, most of the people will ask it nice.
And most of the time i will release my things as dev parts.

no nothing about the picture only about the way you said it. in the red. But you explained yourself. I have corrected the files now. btw i have upgraded to whole lightbar. it looks a lot better now.  On a cvpi lapd.

you're right. i fixed it. i hoped i could relied on it. Most of the modders are so closed with their stuff. I don't want to be one of those guys
