What exactly do you mean by "HQ PPV interior"? 

its a high quality interior with the PPV style Coloring (Dark Grey/Black with the Silver colored details), working Dashlights, ELS Mapped Siren Box and some other stuff  (the original Interior i had did not come like this)  what i mean by HQ PPV Interior is, its set up for the First Person Mod
