Looks good so far but I really don't see a Dually as a good undercover vehicle. A Support vehicle for like moving heavy equipment, then I can see that. Maybe edit it to a 2500?

Or do that heavy vehicle enforcement or whatever it is called. That enforces huge commercial trucks.

No, you can't. Which sucks. Maybe get like a utility box or bed or something like that and throw it on the back and make it like a Hazmat/Bomb Squad unit?
