As for lights, yup still gotta add the usual NYPD highway patrol lights!

I can do a real nice proper NYPD skin for it if you're interested - >I've done some in the past (unreleased) @Sgt,Kanyo: Ya know, it's kinda funny. I've seen that video in my related videos a hundred times, never thought to look at it. Never knew there was footage of one of the new Utilities in it! I'd imagine it must be hard to see out that rear windshield.

Hilth0's has been gone for a couple of months, so that's why no permission has been given. Pengi didn't decide over night, "Huh, I don't want this nice model to be released because I don't like the modding community." He can't release it because he doesn't have permission from Hilth0. Same goes for a couple of other Explorers that have been posted about recently. Until Hilth0 gives the okay, his model cannot be released. That's way the cookie crumbles. Be happy with what's available and don't whine like an entitled brat who always gets what he wants, because frankly, nobody is entitled to anything.
