The police car backed up, smashed through the fence and hit the hot dog vendor. That is why he is laying in the street. It is evident that the car has damage to its rear, proving that it caused the accident. Talk about speed enforcement...

After running over the guy I might have accidentally run over his head a few times. I then got out to see what happened.. and my hand slipped and I shot the guy a few times with my shotgun, nudging his dead body into the middle of the road, creating a trail of now invisible blood. A top-notch detective you are Vertex, I'll hire you when I get murdered!
