Something i wanted to do different, just like real departments had supply chain issues during Covid-19 and even afterwards, in recent years; WVPD was forced to purchase a handful of cars to replace the older fleet. They therefore opted to get them "road-ready" faster, hence the simple graphics and Ford Factory colors.
