I do tweak the images with Photoshop Express, but the blur effect was done with the in-game DOF options within Rockstar Editor. I did download some visual tweaks for nicer bokehs though. I think it's either https://www.gta5-mods.com/misc/bokeh-cinematic-pack-l-4k or https://www.gta5-mods.com/misc/cinematic-bokeh-camera-lens-optics Sorry, can't quite remember which one I installed.
