The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

GTA V itself crashes whenever I open RAGE Console.

Try selecting in the RagePluginHook settings the "Force Windowed mode" option under the "Game Settings"> "Command line switches" tab.
I already had this problem and at least it solved me.

Did that, but now GTA 5 is just stuck infinetly loading, would you have a fix?
