The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

As of this post, there are 335'417 registered accounts on this website. You can see this number on the forum homepage, near the bottom.

As far as people actively playing LSPDFR, I couldn't begin to imagine. I'm sure the G17M folks have better metrics than I would, but you can also see how many people are playing currently at the bottom of the forum homepage as well, below the online users list. (Just click 'Community' up top and then hit the 'End' key, it's the very last thing before the footer advert.)
