Hey, so my game crashes when I launch it from Rage but when I launch it from Steam it works just fine.
I only have installed NVR, PRSA, LA Roads, Some Add-On car pack that I found on GTA5Mods and a few police cars replacements.
I don't have an anti virus installed.

What do you mean by the two things?  The PackFileLimitAdjuster?

I've been testing today and I managed to get the game working by ticking "Disable DirectX Hook", "Disable Custom Loading Screen" and running the game in windowed mode. But I can't go on duty.

Ah, if that is your issue, you need to re-enable DirectX and run the game in windowed mode. Let me know what happens.

It crashed again, but I uninstalled all of my mods and reinstalled Rage + LSPDFR and it worked.
