I'm having an issue with my game when I call for code 3 backup using Ultimate Backup, There is no lights or siren response. I had a lot of plugins and mods installed and I tried to remove different plugins but it did not work. Any idea on what mods or plugins could cause this issue? I did a clean re install of my game and kept backing up my mod folder every time I would add something new . When I discovered it was happening again I tried to go back to previous backup mod folders but they still had the same problem which makes me confused because I doubt this is a plugin issue.  Everything worked fine until I got to a point where it happened again...This happens after I install most of the common recent plugins and mods. Thank you.

Hi! Do you have ELS installed?
If not, please check if the vehicles you are using are ELS vehicles, or vice versa
If that stuff is fine, I´d suggest you wait for @UnknownBastion to respond, he´ll most likely know how to help you better than I do

To add on to what is said here, are the vehicles being used in Ultimate Backup have ELS?

Also, what do you mean by this? Every time you install something new it causes the sirens and lights to not activate on code 3 response?

@UnknownBastion I had the game working fine after installing most of the plugins and mods, What I mean is the most common up to date mods on the website. What makes me so confused is I backed up the mods folder almost every time I added something new, After installing Better Advanced Meta and AI TRAFFIC Fluidity and Discipline It *seemed to have the issue. I then tried to go back to my backup mod folders ( Which all my mods are installed on a mods folder) and tried a few of the old ones that didn't have the mods i just mentioned  installed. Still had the problem... I can just reinstall the game and build from scratch but it just takes a lot of time. Thank you for your help on this issue.

I have a better idea than re-installing. What I want you to do is remove the plugins folder and the mods folder. Then I want you to re-download and install LSPDFR and RPH.

Then what you need to do is slowly add the plugins back in one-by-one and see which one is causing the issue.

Did this ever fix the issue of backup not responding with lights and sirens? 

I solved the issue on my own. The vehicle that your using may not register as a police car. I found this out by rolling around code 3 and I noticed that with the car I was using, vehicles were not yielding. You need to go into carvaraitions.meta and make it to where it registers as one. I would just copy the car variation from POLICE and change the name to the vehicle that you are using. At the bottom it will say something like "vehiclesirenlights="0" you need to change that to 1.

@jjthegoat   Awesome! Yes I fixed it by just re downloading the game and installing the plugins from scratch.That's very interesting what you did to fix it. 

After messing with the game I gave up after a few days. None of my backup mod folders or my backup game folders fixed it with I have never seen that in my life...Thanks!
