I'm guessing it the uniform look you want realistic?  I play as LAPD in the city and I use EUP.  You can change the uniform look by installing Ultimate Backup.  You will need to install EUP configurations also.  That alone can make it look a bit more realistic.  Through EUP you can customize your own uniform.  If you want the AI officers to show up in a more realistic uniform then EUP Configurations will do that.  If you want to add more to to their uniforms then you would go into Ultimate Backup files and change it there.  The tricky part is knowing what number to change it to and what the titles mean since they are abbreviated.  I found a way to do that by going in game and using a combination of EUP and simple trainer clothes menu to find what is what but that is tough to explain.  But I did that by customizing my supervisor backup officer's uniform to look like supervisor, main thing was to add shoulder patches of some sort of ranking.  That's the way I did it.
