Modding

You need SparkIV, to open up the .img files, then import the .wtd and .wdd files into it. Instructions are included in the readme on most mods. Be sure to back up your original files first before modding.

EDIT: I thought you meant modding (as the title suggests), not modeling.

For modeling (making a new vehicle model) them from scratch, you need programs such zmodeler and lot of patience. There are tutorials for modeling cars out there, just google them or search in youtube. You can also convert them from other games, like San Andreas, Forza, etc.

For making just texture mods, you need an image editing program such gimp (it's free), photoshop, etc. and the template of the vehicle you want to retexture, here's a good tutorial for starting with it:
