I have tryed every thing out there, This is a clean install of the game and i have tryed droping the extracted files from the patch only to get nothing.

Have you tried signing into Games for Windows LIVE and leting it do update/patching?

I had this issue with my old computer. The issue I had was that my compu could NOT handle the game.

SO that is the only answer I have. It may not be the answer. Did you research graphics card issues or anything?

I know for a fact that it's not my computer it maybe 5years old but it ran GTA:IV with the latest patch 6months ago with no problem's at all.

Sent a email to rockstar support, Let's see if they can help me.

This has been brought up before. It could be with your graphics card. Sometimes wwhen an update is done, it screw up GTAIV. It happened to me and I just reinstalled it and everything worked well again
