I'm almost positive by default there is a supervisor special unit, just not one for HP.  That's the beauty of Ultimate Backup, you can make your own highway patrol supervisor.  If there already is a supervisor entry, select and copy it.

 

Right below it, paste what you copied and rename it to "HP Supervisor" and change the cars to what you want, as well as changing the ped to HP.

If there isn't a Supervisor entry already, copy one of the existing special units (not police bike), paste it on a new line, and either make two supervisor entries, one normal and one HP, or just make HP.

Ok, I somewhat figured it out.  There is a supervisor default but it's listed as police4 and it shows up at LS City, county and BC.  Well and Yankton but I don't go there.  It's under the UB Special Units and I just made a new vehicle set tag for it.  I thought if you were to add the vehicles in the same vehicle set tag for  example LS City then the game might randomly chose between the LSPD Sup and HP Sup vehicles.  So I created a new vehicle set to see if that would separate the two vehicles.  I added my own vehicle sup for each agency and the area for them to patrol ( I think thanks to Jurisdictions +) and customized their uniforms to make them look like supers.   When in the city as a HP on surface streets I can actually get HP super to respond.  In the LS county and BC I get those vehicle supers to respond, not the HP one, so I'm not sure why that is.  Parts of the highway will spawn a super for HP and other parts will spawn a super from where ever area I'm in, LS county or BC.  So it is kinda hit and miss.  In other XML's there is a local patrol and state patrol item tags where in here there wasn't and I'm not sure if I can add a state patrol tag or if it will crash the game.  I tried a few things that didn't work and at some point it glitched something so  I can't seem to go on duty from police stations now  or it will crash LSPDFR when it "memorizing miranda" "devouring donuts" and then get stuck in that spot.  Rage Log shows that it crashed a little before the special unit, region and custom xml's and I was working on those.  Also Rage doesn't seem to log the crash each time but the mini crash report does but I can't open because it's a rcrm file.   I removed UB and it still crashed at the stations so I put UB back in.  I can go on duty through force duty or when the game loads sometimes you will be on duty automatically.  So I don't want to do too many more changes to the XML unless I know it will be fine.  So that is the other problem I'm trying to figure.  So calling a Supervisor for HP when playing HP seems to work more then half the time on all the map.

I haven't gone in depth with editing the ped's uniform, I leave that part as is and just add my own cars.  If your game is crashing, there is a good chance there is a mistake in the XML, such as a missing / or missing opening or closing tag. My recommendation is to sift through everything you've changed and look to make sure there are no mistakes.

 

Based off how Special Units is set up, I don't think you can set a specific region for the vehicle to respond, however, I think I said this already, you can make a "HP supervisor" unit and when you call him, they will show up as HP supervisor.  Due to this being a special unit, you have to specifically ask for them in the UB menu, which solves the issue of getting other/unwanted cars.

Yeah, editing the ped uniforms was a pain.  There might be an easier way that I don't know but I got it done.  Now the Supervisor for each agency shows up with the Uniform I customized right down to the glasses and watch.  It's awesome!  I might take a screen shot of them. 

 

With the crashing at stations going on duty, I think that was because of UB XML editing but when did completely remove UB which took out the XML's for UB and it still crashes at the stations going on duty.  Once on duty I can go into the garage and locker through the police station and I can go off duty in the station.  Just not on duty.  I may just live with it for now since I can still force duty.  I think there was another way to go on duty by jumping and pressing something.  That was in one of Albo's Way vids.   I just hate to mess anything else up.  I have my game 95 percent completed the way I want it and it took a while getting there.   I have backups of a lot of the XML's so I wouldn't have to redo them if I had to reinstall.  My luck a R* update will come along and blow everything out the water.  😅

Crazy, the crashing seemed to be from a glitch from a LSPDFR character I created and was using while I was doing the XML editing from UB.  I switched characters and now I can go on duty without crashing.  Something must have glitched when I was going in an out of the game editing the XML's.  Most likely from customizing the supervisor's uniforms.  I had to go in and out of the game a lot for that.  My character shows 10+ showers.  Not because I like taking showers but when I would go back in, the game would start me off in the shower 70% of the time.  I figure I'll delete the character and make a new one.  I really liked that guy, older guy, looks like he's been on the force 20+ years.  I'm gonna try to remake him.

You can add all of those yourself in specialunits.xml.
