Non ELS lights do not work on add-on Car

I recently installed an undercover Camaro police car that is non-els. Spawns into game fine and I hear the siren fine. The problem is none of the lights work. Tried different siren settings but no luck. Possibly a Carcols issue? Thanks in advance
