The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

My police officers don't have badges or holsters/LSPDFR only has one police outfit:

To make sure LSPDFR works on every system, we only will show character outfits which are available on a vanilla (unmodified game).

If you're using EUP, you can also try this mod which will add EUP agencies and outfits to LSPDFR.

 

@Sam has also created a simple modification which enhances the LSPD outfits.  This is perfect if you do not use EUP: https://www.lcpdfr.com/files/file/22116-lspd-character-outfits/
