I have ELS installed, and when I try to pull a vehicle over with an add on car (i.e. police5) I can press LShift and it initiates, but then it says "You can order a blipped vehicle to stop by pressing E behind it." instead of the normal "You can order a blipped vehicle to stop by activating your lights behind it." or something along those lines. Yes, I have ELS applied/on for the extra vehicles. Here is a screenshot:

I can't pull them over after pressing LShift, ELS works fine, I just can't pull them over. Here's what it normally looks like

Try changing the slot that its in.  Ex.  If its police5 make it police6.  Just remember to change carvariations and vehicle.meta as well.
