RPH not loading when GTA V opens

Earlier yesterday the game was running fine when I had 4.0 and I updated to 4.1 and for some reason when I started RPH it wouldn't load RPH or give me the option to go to my console. I uninstalled and did a clean install with only 4.1 no mods yet and still the same problem. I deleted the folder as well after I uninstalled and restarted my computer as well before reinstalling.

Any idea why RPH isn't loading with GTA when it opens? I am clicking on RPH first.
