The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Hi.  In the future, there is a search bar in the top right that you can use to see if your question has been asked - which it has many of times.    LSPDFR is most likely always going to be PC only.

Rockstar only really allows PC mods https://support.rockstargames.com/articles/115009494848/PC-Single-Player-Mods. Going to console could open us up to legal issue form not only Rockstar but TakeTwo and Sony/Microsoft

The short answer for mods regarding consoles is that it's basically impossible unless the devs do something like Bethesda did for Skyrim Legendary Edition.  Mods cannot be implemented into console for the near future due to the constraints of console technology vs PC. PC is the only platform that may allow modders tools with which to create experiences like lcpdfr and lspdfr. As seen in what Bethesda did with TESLE, the only way they work on console is if the devs implement a device routed to server library of mods created first on pc. General rule of thumb as it stands for console for now.

After discussions with Take-Two, Take-Two has agreed that it generally will not take legal action against third-party projects involving Rockstar’s PC games that are single-player, non-commercial, and respect the intellectual property (IP) rights of third parties.

 

That made me giggle.  Always amusing when companies act like they could do anything to begin with about people who make mods for single player.
