Game keeps crashing on startup

As title suggests, game keeps crashing on start up, This is a fresh GTA 5 install and LSPDFR  install. No mods, no attachments nothing. The game will crash right after RHP tries to open game window.  I do not know where my LSPDFR Log is but below is my RHP

This is a brand new GTA install from Saturday, I do not know if the new version is effecting it.

LSPDFR  don´t have his own log. It´s a RPH Plugin, so everything is logged in the RPH-Log. Please post a screenshot of your RPH-Settings (Tab General and advanced settings)

Uncheck all options in the advanced setting tab. Also set exceptions for GTA and RPH in your firewall and antivirus.

So, It was the antivirus that was causing it however I had created an exception. The only way I can get it to work is to temporarily turn it off completely.  Besides Exceptions what would be causing my antivirus to shut down RPH?  I have Avast btw.
