The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Missing Patch Day files in open IV. Please help

I'm trying to install some police vehicles in Lspdfr. When reading the installation guide of the file(In OpenIV go to GTAV > mods > update > x64 > dlcpacks > patchday15ng > dlc.rpf >x64 > levels > gta5 > vehicles.rpf )
 I noticed the patch day file was missing from my open IV. There is only a lspdpack folder.

The instructions also say: VCF files go into
GTAV Folder > ELS > pack_default and place fies in there. Overwrite if needed. Which i have done.

 Any solutions would be greatly appreciated.

Your modfolder is a copy of your original game files. Every file you will modified need to drag first from your game into the modfolder.

The easiest way is, open the path in OPENIV, but take the mods away. In your case its: GTAV > update > x64 > dlcpacks > patchday15ng > dlc.rpf >x64 > levels > gta5 > vehicles.rpf. When you click on edit in OpenIV now, there will  a red field as warning on top. Here you click on Copy to mods and the file you open will copy into your mod folder by OPEN IV. But don´t drag files before you clicked on copy to mod-folder. And  ensure yourself that you are in modfolder before you drag any files 😉
