Im looking for mod that i can pullover vehicles on foot on roadside. Something like this: https://youtu.be/xmZEdqgSDIg?t=25 (look at policeman).

 Patrol Toolkit by Darkmyre Gaming and Traffic control by Stealth22.  You would have to check if they both work for 0.4.1 though

You mean like a traffic stop but on foot? I've never come across a mod that does that but it's a nice idea 👍

Do either of these mods actually offer the option to pull over a vehicle while on foot?

Patrol Toolkit Does and Traffic Control slows it down.  I believe it may conflict with other plugins though like Stop the Ped so you'll have to test it.
