Auto-Aim at Police causes... problems

Even when toggling Auto-Aim in MP OFF I still auto aim/lock onto other Police Officers when I am around them. It proves very troublesome when I respond to a shoot-out and I aim at all the police. Then in about 10 seconds I die because every officer turns on me..

Does anyone know how to stop an the lock on to the police?

Press the aim button slightly not all the way..when pressed slightly you will free-aim

However, it won't lock on, though. No matter who you aim it at....
