Overwriting default agencies

Featured Replies

I created new files for agency, backup, regions, and stations, edited the files, and cannot seem to get anything new to show up. What I did is replaced the LSPD loadouts with a dummy silverado, so that if LSPD ever spawns, it spawns as a silverado. I want to eradicate LSPD. I created regions, for myself, new agencies, and in my new backup file I tied each new region to an agency. Then in my new stations file, i replaced the agency with the corresponding created agency. I don't want any original lspdfr agencies, I want every single ambient ped to be custom. At stations, all that spawns is police 1 & 3, which shouldn't be possible, and ambiently I usually see police 2 & 3 as well as the silverado spawning. Any help would be appreciated. Files are provided below, but city names are edited out for anonymity.

-note since these files were edited quickly there may be naming convention errors.

agency_custom.xml backup_custom.xml regions_custom.xml stations_custom.xml
