The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

How many ELS-Cars do you have? Do you installed every xml in  pack_default?

You didn´t install all vcf files. YOur pack has POLICE, POLICE2 and POLICE3. You only have the vfc for POLICE.

There is an ELS-Folder in your car pack. This folder contains 3 vcf. (XML.files) Put this three files in your ELS/pack default. Then it should works
