Stuck in circle outside of station cant move, and have no car

Ok so i start lcpdfr, go into the station and choose my character but now when i come out of the station, instead of picking my car im stuck in the red circle outside the station. I can no longer move, switch weapons, go off duty, choose a vehicle, respond to calls or anything. I'm really stumped on what i should do.
