The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So I've had this problem with LSPDFR .30 many a time but one day it randomly decided to work. I didn't know why so I just played it and didn't complain. But now that I'm finally getting around to updating my game to .40 (I got rid of all plugins that weren't lspdfr before installing) But now to the actual problem, whenever I try to launch the game through Rage 1 of 3 things will happen. Either it'll say "Slow system or insufficient permissions", or it'll hook but there will be no LSPDFR police stations (which has only happened once), or it won't hook at all and it will just load like normal GTA (in other words it won't automatically load into story mode, which is what is supposed to happen, you aren't even supposed to have the option to play online.) If anyone has any insight or solutions to this issue, please share it in the comments.

Oh man. McAfee is an issue by itself. XD You will need to disable the anti-virus completely and then re-download and install RPH. Then your game should work. Also note that before launching RPH you will need to turn of McAfee. This is because McAfee flags RPH as a false-positive for a virus, which it clearly isn't.
