ELS not working?

I just recently reinstalled my GTA file. I reinstalled all my vehicle mods and other various mods that do currently work. The only thing that isn't working is ELS. I have Scripthook v already installed. The vehicles do support ELS and the models are loaded perfectly. However when I press "j" the lights do not activate. There is also ineligible red lettering at the bottom right of my screen, The current build of RPH overlaps it so i'm unable to make it out.

The red writing probably says: ELS Lock. Try pressing "Scroll Lock" / "ScrLk" on your keyboard while in-game and try again. Let me know the results

 

As for the current build info on-screen, you can disable that under the General tab of your Rage Plugin Hook. It's the only option with a checkbox.

That's what it was. Thank you. I didn't realize that was even a setting. Now I know if it happens again.
