The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I Seemed to fix it my self 

 

Uninstall GTA V Reinstall and  then add LSPDFR and Rage Plugin Hook and any 0.4 LSPDFR PLUGINS you want

I looked at your log file the only reason game crashed was because of LSPDFR Freezing. Maybe reinstall LSPDFR.  Delete LSPDFR files including Rage plugin Hook see below for GTA V File List for files to keep(this is steam version Screenshot).

If this doesn't work fresh install GTA V
