LSPDFR 0.4 Crashing when Loading First Response Plugin

i have Reinstalled GTA[Fresh Copy from Steam] Downloaded LSPD First Response 0.4.1 (Build 22580) [Manual Version] Grab All Files Except the Licence and PDK and Readme.txt Files | Than Procided to Launch Rage and Loaded Everything up Changed 1 Setting in Plugins [Start No Plugins on Launch] and Launched the Game Loaded Everything Fine until i Loaded First Response Plugin by opening Console and i put in
LoadPlugin "LSPD First Response.dll"     
and than i'm greeted by a Massive Freeze than the Whole Left Side Filled with LSPD First Response.dll has Crashed than finally the Game Dies and Generates a Log[Below]
and yes i reinstalled LSPDFR Multiple Times

First Log is the Main Part where i loaded 1 Plugin and Crashed but heres the Full Logs
