Best Method to Copy Real-World Text Designs?

So I've been messing around with liveries for some time, even making fleet-wide liveries for a couple smaller RP servers and making some real-world examples with simpler text designs. 

 

However, I want to up my game. My question is: how can I copy real-world styles efficiently into liveries? 

 

My main issue is copying the text effects certain departments (see Cook County Sheriff's Office) utilize. 

 

In the attached photo, I'd like to copy the design in "Sheriff", the light to dark color shift and the slight outline effect. 

 

Is there a pro-secret to doing this relatively efficiently? I use CS6 exclusively for liveries. Is there a different program that is recommended?
