The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

You have -nod ticked, which disables directx11.

Have you tried what TreadRed suggested above? If so, post your RageHookPlugin log and I'll take a look.

Locate Grand Theft Auto V\Logs (for me its: C:\Program Files\Rockstar Games\Grand Theft Auto V\Logs) and post the most recent log. Just open it, copy/paste here and it will automatically put it into a spoiler. No need to screenshot.
