The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

my error is a bit different, I know my "Object reference not set to an instance of an object error" means im missing files but i have not touched anything so idk...

 

I try running without any extra plugins and it still gives the same error so idk...

game loads but im getting another error when i try to create a character and go on duty and it says "rage.ped is invalid"  

You need to closely follow instructions when it comes to this stuff. Especially editing .meta files. This stuff isn't for novice users.
