The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Yes it is. You need to add them in lspdfr/data/duty_selction.xml

 

You could also use this mod, which makes it easy (you could also just check the readme for more info on adding cars to the garage):

    maybe you can tell me what im doing wrong, the cars in green show up in garage, the others dont, however they all spawn perfect with rage console
