always on lights problem (els - lightbar)

Another thread for another issue I'm having. My cvpi ELS enabled has two lights on the lightbar always on, even when I turn off the lights. Is it a problem with carcols or the ELS xml file? I'm using an edited one to have a different color.

    yea it's his, oh well. I'm using it as a security vehicle.
