The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Locked/unlocked is for vehicle developers only, if you're just a player, it means absolutely nothing at all.

 

Locked = the model cannot be edited.

Unlocked = the model can be edited.

    A locked model cannot be import into a 3d modelling program (such as Zmod3) Where as a unlocked one can.

     

    It make no difference for game play which one the model is. Like Redding said it something for the people that make models.
