The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So I didn't see that anyone else was having my same issue.

 

When I load in I appear inside Michael's house as my custom character for a couple seconds. Then it shows the world map view and focuses on the apartment and zooms in like normal to my character having teleported properly to his apartment.

(Typically showering so god's only know what he did in that house before coming home.)

I only started having this issue AFTER I reinstalled lspdfr.4

 

Also as to specs 

 

Samsung evos ssds gta is not on my nvme OS drive

Ryzen 2600x

Dual gtx 1080s

16g of tridentZ ram

 

I only started to have this issue after lspdfr committed suicide when I tried to set my spawn location to the station and not apartment. Reinstalling fixed that somewhat.

 

Only plugins are 

Computer+

Spotlight

Traffic policer

Removing them does not fix the issue
