Hello,

Have you tried replacing them in the x64e.rpf location? Also, before you do that make sure you make a copy of that rpf and put it in your mods folder. Do not replace it in your GTA 5 Main Directory.

Best of Luck!

Where did you install the cars? That's a common symptom of those cars being available in a newer/more updated game folder and so they're taking precedence from there. I always advise to install cars in your latest patchday folder to avoid any conflict or overwriting by the game.

There may be multiple locations, so use the search bar to locate all the file locations.

Install them into the latest (numerically highest number) patchday folder located here:

GTA V > mods > update > x64 > dlcpacks > patchday20ng (yours may be different) > dlc.rpf > x64 > levels > gta5 > vehicles.rpf

Installing to your latest patchday folder guarantees the game will read the cars from that folder since it's the most recent. What happens is sometimes the default police cars get updates and move to a different folder, and honestly it's a lot to ask for a model developer to keep an eye on their install path. So yeah, always go to the latest patchday.
