The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Few things

First are you launching your RagePluginHook from the correct folder of which your game is installed.  For example, the main directory must be named Grand Theft Auto V.  I noticed you have it in your D drive which is fine, but are you launching from a folder like Grand Theft Auto V - copy   just as an example? 

Second, did you by chance install anything new recently?  i.e.  a car, texture, sound etc.   That will make your game crash instantly.
