The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

How do I install it in the game folder?

 

When it says "Rage needs to be in the game folder", it means all of the files, including RagePluginHook.exe.  Did you move the .exe to your desktop?
