Using Police SmartRadio to check plate won't show stolen car

When checking a license plate using the Police SmartRadio or Computer+ laptop, the dispatcher/computer does not advise vehicles are stolen.  If I manually run the tag through the basic records check [E], it will say it is stolen.  Is there a fix to this?
