The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So I'm new to the landscape of GTAV modding, I've managed to get in LSPDFR, Holsters, ELS, Computer+ and LSPDFR+.

 

I can't wrap my head around how to get vehicles or other uniforms into the game.

As stated above, use Youtube and filter by date/views and find a good one with solid like to dislikes that is not made by an eight year old. You will be able to find guides for adding vehicles, peds, uniforms and all that. If it's just Police Uniforms you are worried about download EUP Menu and EUP's Uniform Packs. Also a lot of the guides will teach you weapon modding as well, you will need a tool called Open IV to do any of the modding however. If you want some direct assistance I can help you out through Discord, let me know bud.

Watched these and had it good until I had to install vehicles and peds, none of that ended up working.

You probably messed up somewhere in the files. Did you edit vehicle.metas? Its import when you are editing them, at the audioHashName part to have it as follows

 

<audioHashName>POLICE</audioHashName>

 

Also did you install the gameconfig.xml? That did not need installed, I can walk you through reversing that if you did. 

 

1 little mistake will crash the game. It import when adding in those files that the yellow line goes all the through the files you just added.

If you want you can carefully go to mods>update>x64>dlcpacks>MODDING>dlc.rpf>common>data>levels>gta5. Edit the vehicle.met. Now copy everything in there, be sure its highlighted at the very beginning to the very end, not a space before or after. So Copy it all,  delete it all, paste it back in and find where the line stops and make the correction, otherwise if this does not work, since it sounds like you added a lot of stuff, your going to have to start over. Be sure to do that for each meta you added stuff into, if you don't find the error in the vehicles.meta.

 

Next time be sure to not add a bunch of stuff at once incase you mess up, you will know exactly where at.

Also, if you do the copy and paste, only do it from the first <Item> to the last </Item>

 Yeah I just reinstalled and gonna try to do it all over again from scratch lol
