Okay I've got a pretty decent build.

ASUS ROG 1070TI
i7-8700k

16GB RAM

1TB SSD
 

Without any mods loaded I get about 80-100fps on max settings in the busiest areas of the map and then when I load in mods I get about 40-60. What are the optimal settings for performance and sexy visuals?

Are you using ALPR+ and/or Keep Calm? Those plugins cause quite substantial frame drops for me personally. I've replaced Keep Calm  with Stop Shitting Bricks and I only activate ALPR+ on smaller roads.

Yeah I use Keep Calm but the time I had those drops was with traffic policer, smart radio, and like 2-3 other small ones. I used to use my old pc whihc is not very good I used to play couple months ago and I had better fps with lspdfr witht hat pc.

I would suggest you try to find the Keep Calm files in your GTA V directory and store them i a folder on your destop or somewhere you can easily find them again and then launch the game without that mod to see if your fps improves. If not, then I'm not sure what you can do. I normally run the vanilla version of GTA V with a solid 70 fps average, but when playing LSPDFR it usually dips down into the mid 50's and even the low 40's when a lot is happening on screen. It's not possible to play LSPDFR with a good chunk of plugins without a performance loss.

Are you using ALL of those? Because that's a hell of a lot of plugins and callouts. I would suggest removing those you don't "need" so you only have the essentials. Then you can always start to add them back one by one to see which ones are eating up the most frames.

Yeah I used all of those callouts and plugins. I'm trying to only do a few essential ones and trying now.
