The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Swedish devlopers?

I've been thinking for a while. There's not that many good swedish devlopers that publish actual good vehicles for LSPDFR or clan use. Sure, SwedishModding for example is an excellent devloper but his works are sadly not public. I wonder if its worth trying to learn how to make vehicles? I'm just pretty bored of using the same old cars all the time. Maybe it's never too late to learn how to make vehicles or what do you ´guys think?

Well it depends on you, if it would make you happy doing what you do then sure you should learn how to make cars in Gta V.
