One suggestion i could give , not sure if it will help but my game is pretty much stable is this :

 

I use Stop The Ped instead of Arrest manager. Your Police Radio will throw a warning that it works best with Arrest manager at load up but ignoring that , it works just right and Stop The Ped is a more actively updated mod. Also i do not use Better EMS as for some reason i found that mod unstable. But then again i use the awesome Ultimate Backup Mod that does provide EMS ( ambulance/ EMS/ Fire dept) in its pop up menu and adds them to your radio as well as a Spike Strips request, so also no need for a separate 'Spike strip Backup'  mod/plugin, your Ultimate Backup does that for you.

 

So if your not adverse to trying different mods, try removing Arrest Manager and Better EMS. Remove the spikestrip mod and then install Ultimate backup and Stop the Ped. 

 

You will still be able to get police transport for peds arrested as well as take them in yourself and i think you will love all the Stop The Ped options for interacting.
