Why wont the POLICE3 and POLICE4 vehicles work in the game?

I'm pretty sure they are for if you have the expansion packs, but saying that I'm pretty sure you can use a trainer to load it in. But I haven't tried.

Police 3, Police 4, Police B And Police W Are All Vehicle Slots That Are Filled In GTA EFLC TBoGT, You Can Replace Them In GTA 4 But They Wont Spawn In The Wild, I Use TBoGT Because Of This
Note: Police W Will Never Spawn In The Wild Due To Its Purpose But You Can Still Edit It And Replace It, So Its Great For Your Own Sargent Car
