The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Rage Plugin isn't going to show all your plugins.  I forgot the reason but like Traffic Policer that you have isn't going to show in Rage Plugin.  I think because it is automatically loaded when you start the game.  As long as for example Traffic Policer works then that is all there is.  If it don't work then there is probably a mess up when installing it.  But not all your plugins you install are going to show up in Rage.
