Advice for stopping GTA V from redownloading modded files via Openiv

Title says it all. Downloaded some vehicle mods, realistic driving and ELS. Upon launching the game, the launcher immediately starts redownloading the files I modded and replaces with the original. Easy fix besides forcing offline? After a few times of launching the game, it says unable to connect to rockstar services and I have to bring it back online to even launch the game and soon as I do the redownloading immediately starts
